Exchanges/Appointments
1. Lower Level Planned Exchanges
* exchanges may take place at any level from 11 up to 8 but it is anticipated that most will be for C1 referees, with some B3 and C2. The majority of exchanges are anticipated at levels 9 and 10.
* 3 referees will travel from Bristol to Gloucester and vice versa
* referees may expect a minimum of 2 and maximum of 4 exchanges per season
* advisers will not be provided automatically and should not be expected but may be requested for developmental reasons and should be provided wherever possible
* referee expenses will be claimed from the referees' home Society
* all arrangements will be made by the respective Appointment secretaries
* the scheme will be cost neutral

2. Reciprocal Arrangements
* in respect of Saturday matches, the respective Appointment Secretaries will maintain a dialogue, bearing in mind that there are normally barely sufficient referees available to cover all Saturday games
* in respect of Sunday matches, the main issue is the County Junior Cup. County will be advised that neither member Society can commit to provide officials to the early rounds of competitions for under 15s. 15 and upwards will be appointed wherever possible.
* Appointment Secretaries will maintain a dialogue to assist each other wherever possible
* in respect of Mid Week matches the member Societies will help each other where there is a shortage of referees or an incompatibility of available referees to the grade of fixture.
* expenses to be claimed from Clubs (appointments not to be treated as exchanges)
* proposals will be cost neutral

3. Referee Development
* specific appointments will be made where appropriate for e.g. individual promotion candidates
* Exchange Secretaries will arrange 'special' appointments at levels 5 and 6
* advisers will be required
* expenses to be claimed as per exchanges
* more likely in the latter half of the season
* cost neutral to the Federation, travelling expenses borne by sending Society
* maximise development opportunities by sending a lower level referee to officiate a local match and gain experience by travelling with the targeted referee

Advising
* Major aspects are supporting and assisting incoming exchange referees and the respective Advisor Coordinators will maintain close dialogue throughout the season.
* Parallel need to develop and support advisers. In this respect an Federation training/development session planned fairly early in the season
* Consideration will be given to adviser exchanges, although not all will wish to participate. Travelling expenses to be borne by the incoming Society.
* Reciprocal arrangements will be made, wherever possible, when either Society is short
* Adviser moderation meeting to take place (all to watch a match together, and discuss advising aspects)
* National Level 3 Adviser Course planned for 3 & 4th November. Appropriate delegates to be identified . Federation/Societies/Individuals to pay in first instance, (approx £80) but costs may be reimbursed by the RRDO

Training
* Joint aims of developing all referees to help them achieve their own potential and identifying nominees for the various development squads.
* Self assessment plans (PDPs) to be invited from all members (blank forms available from RRDO) at first Society meetings, for completion and return by second meeting of season.
* Forms to be reviewed and the type and level of support required to be determined.
* Appropriate workshops/conferences, based on the above, to be organised
* Mentors to be identified
* Advisers to be encouraged to travel on exchange with referees
* Advisers to be included in whole development process, participate in workshops etc.
* Costs to be estimated and approved
* Implimentation timetable to be drafted
* Performance and Development Group, initially comprising Mike Winnell, Adrian Tearle, Gerry Weatherhead, David Payne to meet with RRDO to draft timetable Weds 15th August. John Hackett to join group (? Replace Mike Winnell) on return from his business trip.
